Institutional Effectiveness Plan: B.L.E.T.

Mission:

To provide the student with the basic skills, knowledge and ability to take the North Carolina law enforcement state exam.

2009-2010 Assessment Outcomes & Use of Results

College Goal: Provide facilities for student learning that capitalize on state-of-the-art instructional applications.
Division Goal: Provide facilities, staffing, and services that support educational program delivery.
Program Goal: To improve student performance in hands-on requirements.
Objectives: Graduates will be better prepared for the workforce and be more competitive in the law enforcement job market.
Action Plan:
  1. Purchase 7 Shotguns to be utilized during firearms block of instruction
  2. Refurbish obstacle course used for the Police Officer Physical Agility Test (POPAT).
  3. Purchase laptops with software for MDT Laptops
  4. Purchase tasers and cartridges
Assessment Strategy: New equipment purchased and utilized in program instruction. Update of POPAT course as evidenced by condition of site.
Assessment Outcomes:
  1. Shotguns purchased and utilized in current class. Firearms instructors were very satisfied as were students.
  2. POPAT course not refurbished.
  3. Laptops were purchased but not software. Not utilized this class
  4. Tasers purchased and will be utilized this class.
Use of Results: Better equipment promotes better trained and prepared officers. Request from most agencies needed Taser and Pepper Spray Certificated Officers.  We complied and all graduates are certified in both areas.

College Goal: Provide an environment that supports employing and retaining a quality faculty and staff and promotes enhanced student learning, achievement, and development.
Division Goal: Provide access to and guidance in professional development opportunities to strengthen instructional delivery and to prepare for accreditation initiatives.
Program Goal: To increase number of BLET instructors in order to accommodate for recent retirements of adjunct faculty members
Objectives: Students will be exposed to a diverse group of qualified instructors during delivery of BLET program.
Action Plan:
  1. BLET director will interview potential instructors and secure those who are best qualified to teach particular block of instruction.
  2. All instructors will participate in a mandatory instructor training prior to next course delivery.
Assessment Strategy: Post-delivery report for Criminal Justice Training and Standards
Assessment Outcomes: A number of new instructors from the North Carolina Highway Patrol and Alcohol Law Enforcement were used this class with great success.  Additional training for several current instructors has better qualified them in their area of expertise.
The Mandatory meeting was held as a group and individually to ensure that all instructors were aware of current teaching practices.
Use of Results: Better trained graduates are hired into the Law Enforcement Field.

Program Goal: To demonstrate a “green” initiative in the delivery of BLET program
Objectives: Program and students will gain a better understanding of how to use resources appropriately
Action Plan:
  1. Vehicles will be cut off while not in use on driving range and no longer be allowed to sit idle.
  2. A light stand equipped with police strobe lights will be utilized during night firing on firing range in lieu of patrol cars running during training.
Assessment Strategy: Fuel requisitions
Assessment Outcomes:
  1. Vehicles were not running when idle. A donation for fuel cost was made by an individual to cover all fuel expense associated with training.
  2. Not completed.
Use of Results: Cost saving to the College.

  4. Automatic Target System for Firing Range
  5. Software for Laptop Computers

Assessment Strategy: POPAT course needs refurbishing, Firing Range night safety issue and target needs, Driving needs for Law Enforcement and Public Safety is an issue.

Objectives: The Graduates from the program are highly regarded in the Law Enforcement Community

  1. Review entry requirements and adjust if necessary
  2. Continue adding quality instructors in their area of expertise
  3. Instructor training

College Goal: Develop and implement instructional programs and services,both traditional and distance learning offerings, consistent with the assessed needs of the constituent groups in the College's service area and with state and national standards, including training and retraining of the workforce.
Division Goal: Students to achieve high standards of preparation for new career
Department Goal: Better qualified graduates
Objectives: Graduates will be better prepared for the workforce and be more competitive in the law enforcement job market.
Action Plan:
  1. Add additional classes to BLET program to ensure graduates are better prepared to enter Law Enforcement field and find employment.
  2. Prepare students for field activity through more practical exercises during class hours
